International Halal Certification Bodies recognised by JAKIM are institutions appointed by JAKIM to ratify halal status of raw materials, critical ingredients, meat and animal based products to be imported in Malaysia.

What are the Other Contents of This Year’s Convention?
Halal Certification Bodies Convention (HCBC) returns again in its 9th year organised by JAKIM and its co-organiser for 2018 is Malaysian International Halal Academy (MIHA). HCBC provides an avenue for all key players and contributors of the halal industry to gather and convene under one roof. The scheduled three-day event (compared to the two-day in previous years) is packed with updated programmes that are fundamental and highly beneficial to all the halal industry players—Certification Bodies (CBs), businesses, and entrepreneurs. For 2018, the 2nd International Halal Training Capacity Development (IHTCDP) is held with an additional training session by the Islamic Tourism of Malaysia (ITC) to further enhance and expand the existing programmes as well as ensuring a more thorough and wholesome benefits to its participants. This year, the IHAB assembly will also have its introduction as a platform to achieve the standardisation and harmonisation of the global halal certification process by 2020.

International Halal Authorities and Bodies System (IHAB)
Halal Agenda has become a global agenda nowadays and there are several halal unions in the world that are set up including the World Halal Council ( WHC ), the World Halal Food Council ( WHFC ), the Standards and Metrology Institute for the Islamic Countries ( SMIIC ) and the International Halal Accreditation Forum ( IHAF ).
It was established for the purpose of standardizing and harmonizing the halal certification process among members but there are limitations and constraints as it does not cover all the countries of the world and is confined to certification bodies only. Furthermore, most of the halal certification bodies in the world are normally local community associations and private companies.
The need to establish a coalition of halal authorized countries of the world for example of the Gulf Standard Organization ( GSO ), the Saudi Arabia Standard Organization ( SASO ), the Moroccan de Normalisation Institute ( IMANOR ), the Emirates Authority for Standardization and Metrology ( ESMA ) is relevant and Malaysia needs to lead it and no doubt can be realized through the establishment of the International Halal Authority Board ( IHAB ) as a platform and Malaysia will be the permanent secretariat.
Currently, JAKIM has recognised sixty-seven ( 67 ) halal certification bodies around the globe. We hope that with the establishment of IHAB, we are capable of achieving the goal of standardizing and harmonizing the halal certification process throughout the world which no restraint to only parts of the world and the target for the establishment initiative is achievable by 2020.
The IHAB will be managed solely by JAKIM as an authorized party by applying the existing recognition procedures while the Department of Standards Malaysia, the Ministry of Science and Technology ( MOSTI ) as a strategic partner as well as an accreditation body that will carry out an accreditation function based on ISO 17065 on Certification Body Halal under IHAB. The Halal Hub Division as the present function will act as the certification body equivalent to all recognized international halal certification bodies.
The IHAB’s membership consists of Halal Standard Authorities and Halal Certification Body from within and outside the country. Membership limits will be subject to terms and references which will be determined later on, together with a fee.
1. Implementing the certification procedure for the Halal Certification Body; 2. Implement Mutual Recognition Arrangement ( MRA ) between Halal Standard Authorities; 3. Becoming a platform for harmonization of global halal operations standard; and 4. Becoming the facilitator of global halal certification and create global cooperation.

A term and reference of the IHAB will be adopted by specifying the relevant requirements after taking into consideration the views of the relevant parties.
